The Spookfall district is heavily policed by the Newtown Militia and defended on the outside by railgun turrets. Residents of Spookfall live in luxury compared to the Newtown inhabitants beneath, and these reaches of the city are almost entirely separated from the rest – the worthy of this district see no need to go below.
