The Scales of Fate are apparently a group of magicians dwelling in the Clark Hills region who pursue the eldritch knowledge of the Sil’ess. They were pursing Wayne Epping for the mouldstone casket he recovered from the area, and employed Souther mercs to do their dirty work.
